Polycarbonate is transparent and wery strong. It is also used in the plane windows and as an bullet proof glass.
When there is much snow, eg. snow index is high, you just need to add more dense row of the guards.
These have been tested and used now for more than a decade in rough weathers of Northern Lapland.
